The Cape Girardeau Board of Education has approved a $19.7 million budget for the 1991-92 school year that contemplates the district spending about $1.1 million more than it will receive; this year's budget reflects deficit spending of $770,000 in the teachers fund and $350,000 in the incidental fund.

The Cape Girardeau Parks and Recreation Advisory Board has approved the articles of incorporation and bylaws for the Cape Girardeau Parks Development Foundation; the foundation will raise funds for park improvements not currently funded by the city.

1966

Phillip Fox, 20, was killed in action in Vietnam yesterday; he and his parents had been residents of Cape Girardeau before moving to Flint, Michigan, several years ago; he was the son of Mr. and Mrs. J.C. Fox Jr.

The United Fund drive in Cape Girardeau has netted to date $90,568, the largest amount ever secured for the fund in Cape Girardeau; it is only $2,132 short of its $92,700 goal.

1941

For the first time in the history of the U.S. Court here, the 50-member petit jury panel, reporting to Judge George H. Moore yesterday, included two black men; up to this time, only whites had been called for jury duty here.

The Cape Girardeau Board of Education authorizes the construction of a $7,500 shop building to be used exclusively for classes in vocational training; it will be built as an addition to the annex at Central High School.

1916

It is said that a remonstrance will be filed with the City Council by property owners on Sprigg, Ellis and Themis streets to prevent Dr. A.D. Blomeyer and the Hauenschild heirs from erecting barns, sheds and other out buildings on the old Blue Ribbon Ice & Fuel Company's site at the corner of Themis and Sprigg streets; property owners in the area say the construction of the buildings there for a new coal company will be a nuisance and a detriment to other property on that street.

Rachel Howell, accompanied by her mother, Mrs. W. Howell, and Mrs. J.H. McPherson of Memphis, leave for New York, where Rachel will begin the study of voice and violin under prominent masters.
