A petition drive by Darrell Hanschen and Richard Schmidt of Cape Girardeau County could force the county commission to place county-wide planning and zoning requirements on the November ballot for voters' approval; the petitions must get 1,237 registered voters for the issue to appear on the Nov. 3 ballot.
The budget ax falls in the evening as the Cape Girardeau Board of Education cuts $1.2 million from its budget. Among the cuts for next year: Two elementary schools will share one principal, school bus riders must live a half-mile farther from school, driver's education won't be offered during the school year and class sizes will be increased.
State College senior Allyn J. Hinton Jr. of St. Peters, Missouri, has been presented the Marine Corps Commandant's Award for completing his reserve training course at the top of his 3,200-man class. He was given the award on the basis of his academics, physical fitness and leadership shown at the course at the Quantico Marine Base, Virginia, last summer.
The Cape Girardeau Police Department will be reorganized to establish clearer lines of control and authority within the department. The changes will mean a number of promotions in the department and will create the new positions of training officer, assistant chief and shift captain.
Registration of dealers for sugar rationing, scheduled for today and Tuesday, has been postponed until further notice. Also called off until additional instructions are received by the Cape Girardeau County Rationing Board is the registration of consumers, originally set for March 17 to 20.
The Cape Girardeau City Council hears a proposal offered by E.G. Gramling for a seawall to be built along the riverfront to protect downtown buildings as well as the Frisco Railroad property. Gramling, a businessman and property owner, urged the wall be built from the current Frisco seawall north as far as necessary to protect against especially high river stages.
Cmdr. Clark, U.S. Navy, is met by a delegation from the Cape Girardeau Commercial Club at Illmo in the afternoon and is accompanied at once on a trip over Cape Girardeau to see proposed sites for the government's new armor plant.
Ed Goehring, brother of Otto Goehring, the big transfer man of Cape Girardeau, has written his brother from Winnipeg, Canada, asking him to forward papers at once so he can prove he is an American citizen and secure his release from prison; he is being held on a charge of being a German spy.
