BELL CITY, Mo. -- A Union Pacific Railroad spokesman says the tracks through Bell City are scheduled to reopen today, following a train derailment Sunday that caused a chemical spill and prompted an evacuation of the 500 town residents; about 8,000 to 10,000 gallons of sodium hydroxide spilled from a double-hold tanker car owned by DuPont.
The start of construction on the Cape LaCroix/Walker Branch Flood Control project has been delayed because of changes in the prevailing labor rate, according to an official with the Army Corps of Engineers; bid opening, which was set for tomorrow, has been delayed because new federal prevailing wage hikes have been established for the Southeast Missouri region.
James M. Drickey, head of the psychology department at State College, is cited by the 12th annual convention of the Missouri Association for Retarded Children at its meeting in Joplin, Missouri; the citation notes Drickey's service to the Cape County Association for Retarded Children since its organization in 1958.

Figures compiled by the Labor and Industrial Inspection Department show there are 529 more persons employed in industries and stores in Cape Girardeau now than were working in June last year; the state department completed its annual employment survey here about a week ago.
Pvt. William W. Coker of Westover Field, Chicopee Falls, Massachusetts, son of Mr. and Mrs. Claude Coker of Cape Girardeau, is home for a 10-day visit; Coker is a mechanic in the Army Air Corps; he enlisted in December and was at Langley Field, Virginia, until being sent to Westover Field a month ago.
Because of the almost non-stop rain received over the past few days, the Trinity Lutheran Church Sunday school and parochial school picnic has been postponed; it will be held at a later date.
Following weeks of showers and rainstorms, the sun breaks out gloriously; the large crowds that fill the Forsythe tabernacle to overflowing are in a happy frame of mind, buoyed by the good weather.
