Show Me Center director David Ross is in the process of drafting an anti-ticket-scalping ordinance for Cape Girardeau; some scalping of tickets occurred at the Poison concert Oct. 3.

Southeast Missouri State University would operate in the 1992 fiscal year with no increase in state funding, under budget recommendations made by Gov. John Ashcroft; Southeast's president, Kala Stroup, says the university has already had to cope with budget cuts and the new recommendations reflect a continuing dismal financial picture for the school.

1966

Cape Girardeau zone patrolmen from Troop E of the State Highway Patrol are returning to school these days to learn to operate the new Breathalyzer approved as a check against drunken driving; the last Legislature passed a bill authorizing the use of the device that gives a chemical analysis of a subject's breath.

Awards for achievements during 1965 were present last night to members of the Cape Girardeau Area Ninety-Nines; recipients of the awards were Mrs. John E. Godwin, who was recognized for being the nation's most outstanding woman proficiency pilot for 1965, and Mrs. Arthur Reytag of Kennett, Missouri, who obtained her instrument rating during the year.

1941

Nora Naeter, 76, for many years a teacher of piano and violin in Cape Girardeau and sister of George A. and Fred Naeter, publishers of The Missourian, dies at a local hospital; she taught at the Teachers College from 1907-1915, when she went to study in Europe; upon her return a year later, she organized her own classes and soon built her home and studio at the corner of Bellevue and Lorimier streets, where she carried on her work until recent months.

At least seven young women in Cape Girardeau are listed as Red Cross nurses, subject to call for active duty with the Red Cross when and if needed; they are Nora Wittrock, Ruby Walker, Hilda Jacobs, Mrs. William Schuette, Mrs. Joe Rigdon, Georgia Estell and Margaret Mitchell.

1916

Saint Francis Hospital, in its end of the year report, noted it treated 448 patents in 1915, 26 of them having been at the hospital when the year started; only 32 patients died during the year and of that number 14 were taken to the hospital in a dying condition.

A large congregation is present at the morning service at First Baptist Church to vote on the proposition of accepting the resignation of the Rev. Frank Y. Campbell; W.C. Ballard casts the only vote against the resignation.
