City officials in Cape Girardeau who do business with the city will have to file financial disclosure statements next year, following approval last night by the City Council of the first reading of a measure passed in response to a new state ethics law that goes into effect next year; however, Councilman Hugh White says the city ordinance is weak and does little to deter conflicts of interest.
A plan that would establish new house numbers for nearly 300 residents of Scott City has been put on hold and will be re-evaluated by a committee of city officials and residents; residents of the Country Club subdivision who are against the renumbering presented the council with a petition containing 183 signatures.

An airplane piloted by Paul B. Owens, 35, of Rockford, Illinois, crashes about 10:30 p.m. between Cape Girardeau and Jackson on Highway 61; Owens, who was en route to Walnut Ridge, Arkansas, to visit his mother, is being treated for injuries at Southeast Missouri Hospital.
The 50th anniversary of the establishment of the First National Bank in Cape Girardeau is observed at the bank throughout the day and into the evening; a handsome supplement, printed by The Missourian, calls attention to the bank's history, which began Aug. 20, 1891.
A new Missouri law regulating the operation of trucks and buses will permit more free access of Illinois trucks to Cape Girardeau; the bill was signed into law by Gov. Forrest C. Donnell and becomes effective Oct. 11; the law will make it possible for outstate trucks to go into border towns, such as Cape Girardeau, without payment of a Public Service Commission permit; up to now, the outstate trucks had to secure the permits in Missouri, paying from $20 to $100 annually, depending upon the size of the vehicle.

Theon Heisserer, son of Benson Heisserer of Oran, Missouri, and one of the best known young business men of Southeast Missouri, dies at Colorado Springs, Colorado, after an illness of several days; he was about 40 years old.
