Owners of defunct Kem-Pest Laboratories won another round in dispute with Environmental Protection Agency this week; three-judge panel from 8th District U.S. Court of Appeals unanimously affirmed lower court decision that sided with Kem-Pest in dispute over cleanup plan at six-acre Kem-Pest Superfund site north of Cape Girardeau.

Cape Girardeau school board is scheduled to discuss superintendent Neyland Clark's performance at closed meeting Monday.

25 years ago: July 23, 1979

CAIRO, Ill. -- On Aug. 6, Jerry Johnson will become regional superintendent of newly formed five-county region -- job he opposed creating in first place.

Southeast Missouri State University might offer some lessons in operating student loan program; nationwide, default rate on National Direct Student Loans averages about 17.3 percent, but at Southeast, rate is only 5 percent.

50 years ago: July 23, 1954

Several area school systems met this week to decide whether to integrate black pupils into public schools or to maintain separate schools for both white and black children; school boards in both Kennett and Clarkton followed Cape Girardeau and Sikeston's examples by voting to integrate districts.

New automatic type of telephone system goes into use in Missourian building; dial-type system allows not only usual service outside building, but also provides for system of communications between various departments of newspaper and Missourian Printing & Stationery Co.

75 years ago: July 23, 1929

Peoples Oil Co. announces opening for tire station in stucco building adjoining its large filling station at corner of Broadway and Pacific; place will be operated under name Peoples Oil Company Tire Department.

Contract for laying track of new Missouri Pacific Railroad into Cape Girardeau has been let to Belhorn, Bowers and Peters Inc. of St. Louis; work should begin next week.
