Seed money for economic development, initial construction funds for a riverfront park and a full year's funding for the city's subsidized taxi system are three of the proposed funding programs that are new in Cape Girardeau's recommended 1982-1983 fiscal year budget; those programs were discussed last night during a four-hour city council session.
Lifeline, a telephone emergency response system designed to help older or handicapped people live alone more securely alone, goes on line; the system is sponsored by the Saint Francis Medical Center Auxiliary.

Mr. and Mrs. A.C. Bullock have exchanged 40 acres of Carter County land for a residence at 624 Merriwether St., in Cape Girardeau, formerly owned by Mr. and Mrs. Lloyd Schuette; the Bullock family will move to the Merriwether street home right away.
