For the third consecutive day, torrential fell in the Cape Girardeau area yesterday, stopping just in time to prevent serious flooding; the latest storm hit around 5:30 yesterday evening, just as many residents were trying to get home from work, only to find flooded streets and roads.

The Cape Girardeau Board of Education has approved a tentative fiscal 1990 budget totaling more than $20 million; the budget won't be formally adopted until October.

Members of the New Testament Baptist Church dedicate their new, "built by members" church at special afternoon services; the church is located at 239 E. Cape Rock Dr., and the pastor is the Rev. Ellis Whittaker.

The Rev. Lamar S. Winter of Auburn, Iowa, formerly of Pocahontas, is the guest speaker for the 75th anniversary service of the Zion Lutheran Church at Pocahontas; Winter was baptized, attended parochial school, was confirmed, was married and preached his first sermon at Zion; his wife is the former Miss Vanita Alice Schmidt.

E.P. Coleman of Sikeston, Missouri, completes the purchase of 105 head of mules, at an average price of $125 each, to be put to use on his farm; Coleman, who farms 20,000 acres and has supervision over 40,000 acres more, makes the purchase from former Scott County sheriff Tom Scott of Benton, Missouri, and R.D. Clayton of Sikeston.

Falling into a shallow cofferdam or pit with a water pump toppling on top of him, Everett Wiseman, 20, of Delta was fatally injured yesterday while working on a bridge being built across the diversion channel seven miles west of Delta; the bridge is to complete a link in a Cape Girardeau and Bollinger County farm-to-market road; Wiseman is survived by a sister and four brothers.

Hudson presents an illustrated sermon at the Presbyterian Church in the morning; Hudson is the general assembly's superintendent of mountain work, with headquarters in Winchester, Kentucky; his discourse is illustrated by maps showing the locations of the various schools, churches, etc., in the mountains of Tennessee and Virginia; his evening lecture is illustrated by stereopticon views of the people, their homes and social life.

Officer Lee Atchison of the Main Street beat was suspended from the police force last night, when he was found asleep in a buggy sitting on the levee near the river gauge.
