A Perryville, Missouri, health-care development firm is planning to open a number of group-home facilities for the mentally disabled, including Terrace Gardens of Cape Girardeau Inc.; Chateau Villas, Inc. of Perryville plans to open a facility at the southeast corner of Bellevue and Frederick streets.
Dr. Bill W. Stacy is picked to become president of a new university, California State University at San Marcos; he has been president of Southeast Missouri State University since mid-1979.

One of the worst wrecks ever known on that line of the Frisco Railroad between Cape Girardeau and St. Louis occurs at Moccasin Springs, 12 miles north of here; a passenger train from Memphis to St. Louis is running at a lively clip, when a wheel breaks on the steel buffet car; the car is thrown from the track, pulling the day coach with it and its load of at least 75 passengers; no one is killed.
The Little River Drainage District bonds are sold; the news comes from John H. Himmelberger in Chicago that a contract has been signed for their sale, which means virtually the same thing.
