Split city council gives initial approval of plan to raise city sewer and solid waste fees despite objections of residents who attend meeting; Councilman Melvin Gateley asks that board postpone hike in residential trash fees until after "citizens' task force" is formed and can make recommendation on trash fees and billing methods; motion fails 4-3 as Mayor Gene Rhodes and Councilman Doug Richards vote with Gateley, and Mary Wulfers, David Limbaugh, Al Spradling III and Melvin Kasten vote to hike trash fees.
City council unanimously approves ordinance giving police more latitude in regulating parades; law doesn't include "de-hooding" ordinance or specific regulation of "rallies," but local NAACP members appear satisfied with measure.

American Television and Communications Corp. has petitioned city council to reopen hearings on awarding franchise because, it says, it wasn't notified of public proceedings as required by Federal Communications Commission; it also alleges its bid was unfairly evaluated; Denver firm is threatening to go to FCC in protest, if city doesn't reopen proceedings.
Declaring that petitions presented by League of Women Voters indicate great public interest for installing disaster warning system, Mayor Howard C. Tooke says action will be initiated to study such a project.
50 years ago: June 1, 1952
Francis L. Seyer, son of Mr. and Mrs. Joseph Seyer of Cape Girardeau, will be ordained a priest Tuesday at Cathedral of St. Peter in Belleville, Ill.; following morning, he will celebrate his First Solemn Mass at St. Mary's Church in Cape Girardeau; he will be assisted by the Rev. Marion F. Forst, pastor of St. Mary's, as archpriest; by his brother, the Rev. James Seyer of Jennings, Mo., as deacon; and by another brother, Brother Clarence Seyer, C.M., of New Orleans, La., as subdeacon.
At confirmation reunion service held in evening at Trinity Lutheran Church, pastor, the Rev. W.H. Koenig, gives special sermon and leads roll call of 472 names of persons who were confirmed at Trinity Church during past 10 years; primarily reunion service for all confirmands of church, service honors especially persons confirmed since 1942.
75 years ago: June 1, 1927
New flood of Mississippi River, due to excessive rains in Midwest, is in prospect for Southeast Missouri, although Weather Bureau indicates that it won't reach proportions of flood a month ago; river is predicted to go to 34 feet by end of week, depending largely on weather conditions.
Report of commissioners named to assess value of land in Cape Girardeau Township taken as right-of-way for Highway 61 is filed in Common Pleas Court, awarding contesting landowners total of $9,289.62 for their property to be used for road purposes; those awarded damages are Priscilla Hitt, Charles Wedekind, W.J. Hitt, Klages heirs and Anna Kuss heirs.
