Associate circuit judge's ruling has dammed up city's efforts to move forward with portion of Cape LaCroix-Walker creeks flood-control project; Associate Circuit Judge Bill Hopkins of Marble Hill ruled that city of Cape Girardeau doesn't have legal authority to condemn land outside its city limits; at issue is city's efforts to acquire 157 acres of land east of County Road 620 and north and west of Route W for dry retention reservoir. City council members seek ways to further trim lean city budget in hopes of avoiding staff recommended hikes in property tax levy and in trash and water fees; staff has recommended raising trash fees from $8.90 to $10.50, and water fees 3 percent.

Operating rooms, intensive care unit, x-ray facilities, laboratories - all somewhat dated, but still functional when abandoned by St. Francis Medical Center's move last year - are again to become useful; Southeast Missouri State University's nursing program is moving to old hospital on Good Hope; by making move, nurse's training can be conducted in hospital complex which city has never been able to duplicate on campus.

Altenburg - Old-timer's Day is celebrated in Altenburg; it is annual fund-raising project of East Perry County Jaycees that features steam engines powering sawmill, corn shredder, threshing machine; Jaycees hope to use this year's proceeds toward construction of medical clinic.

50 years ago: May 28, 1952

Cape Girardeau's municipal tax rate will be increased 7 cents on $100 assessed valuation, raising total amount payable on next fall's tax bills to $1.20, under ordinance given its first reading by city council in morning; ordinance sets following rates for various divisions: General revenue, 77 cents; park department, 9 cents; public library, 10 cents; municipal band, 4 cents; fire station bonds, 13 cents; municipal airport bonds, 7 cents. Irvin Richmond is named chief of police and Jack O. Knehans is named city attorney by city council; Richmond is approved unanimously; in case of Knehans, there are no negative votes, but Commissioner Roy Smith abstains.

75 years ago: May 28, 1927

William B. Cox of Cape Girardeau is elected president of Southeast Missouri Drummers' Association at business meeting at Sturdivant Bank, closing annual three-day convention; Poplar Bluff is selected as meeting place for next year; delegates give convention to Poplar Bluff in order to aid that tornado-stricken town in getting back on its feet.

Delta - Delta District Bank at Delta, capitalized at $12,000, was closed yesterday by its board of directors and placed in charge of state finance department; from Delta, it was learned that bank "was starved to death," that its revenue was insufficient to meet its expenses, and that its directors voted to close bank because of its failure to make any profits. - Sharon K.
