MATTHEWS, Mo. -- Speaking at a news conference at the farm of Peter C. Myers, general chairman of the U.S. Soil Conservation Service, U.S. Secretary of Agriculture John R. Block said yesterday there is too much government in American agriculture, leading to the formulation of policies which are in many instances at cross purposes.

Cape Girardeau Local 282 of the Laborers' International Union of North America, which filed bankruptcy on April 10, has been put into emergency trusteeship by the parent international union, relieving all of the local's officers of their duties.

50 years ago: April 21, 1959

Mrs. Frederic A. Groves of Cape Girardeau, who is completing a three-year term as president-general of the Daughters of the American Revolution, disapproves of visits to this country by Cuban Prime Minister Fidel Castro and Deputy Prime Minister Anastas Mikoyan of the Soviet Union.

Postmaster Ted Regenhardt has been notified by the General Services Administration that budgetary limitations will delay installation of air conditioning in the post office at Cape Girardeau.

75 years ago: April 21, 1934

Roxie Davis of Cape Girardeau has purchased 80 acres of farm land in Alexander County, Ill., 1 1/2 miles east of the Mississippi River traffic bridge; the land adjoins an alfalfa and livestock farm owned by her father, W.W. Davis.

Pitcher Chester Sarff of Cape Girardeau and outfielder Glenn Ault of Charleston, Mo., leave for the Springfield, Mo., training camp of the St. Louis Cardinals for tryouts.

100 years ago: April 21, 1909

Mayor M.E. Leming, acting on behalf of Cape Girardeau, has ordered a dozen boxes of rolled oats, a dozen loaves of bread and a gallon of syrup, as well as a supply of milk, delivered to the quarantined Adams Orphans Home; there are 19 children sick at the home, three with smallpox, 13 with measles, three with pneumonia, two with mumps and two with sore eyes resulting from measles.

The Rev. Edward Kern, rector of the Catholic church in Jackson for 20 years, is being transferred to St. Paul, Mo.
