Cape Girardeau school officials Monday defended school district against charges that it's "top heavy" with administrators; at meeting of finance committee of Citizen Advisory Commission on Education, officials said number of administrators in district now is equal to recommended state guidelines for district of Cape Girardeau's size.
Budget Review Committee at Southeast Missouri State University Monday narrowly upheld its earlier recommendation to cut $250,000 from school's intercollegiate athletic budget for 1993 fiscal year; committee - made up of administrators, faculty, staff and students - voted 12 to 11 against motion by university Provost Leslie Cochran to rescind group's March 16 budget-cutting recommendation.

Plaques of appreciation for service and generosity toward institution were presented last night at annual dinner meeting of Southeast Missouri Hospital Association at Arena Building; honored were Mr. and Mrs. Robert D. Harrison and his sister, Mrs. Hazel Strickler, and B.A. Walter, one of original incorporators of hospital in 1926 and only incorporator living today.
West end businessmen have formed association to seek means for finding solution to periodic flooding of Cape LaCroix and Walker creeks which affect residences and businesses in area; Joseph L. Mirgeaux, president of Kar Parts, is chairman of Cape Girardeau Flood Victims Association.

Springtime flood in Cape Girardeau hangs in balance, depending on many factors; but it is certain that with surging Missouri River water still two to three weeks away, Cape Girardeau will get some high water.
Police Capt. Fred L. Schneider becomes acting chief of police with resignation of Chief William A. Mills; Police Commissioner Philip Steck says he doesn't plan to name new chief immediately; Mills, who has been chief past four years, turned in his resignation Saturday.

With highest stage of Mississippi River in recent years expected, Cape Girardeau and other districts along river are preparing for long flight against flood waters from stream; Weather Bureau predicts this city will see 39 feet by Sunday, providing all levees in district hold; stage this morning is 37 feet; water has already inundated factory district on south side, and families have been driven from their homes in Smelterville.
City officials and committee of Chamber of Commerce and members of Cape Township Special Road District informally discuss beautification of approach to new bridge along Morgan Oak Street; Harland Bartholomew plan for city calls for widening of Morgan Oak from Spanish to Lorimier.
