The Southeast Missouri Council on the Arts, assisted by the Chamber of Commerce and the Greater Downtown Merchants Association, is planning an artist competition this spring to select a design for an outdoor mural; the winning design will be painted on the wall of the James building, just north of the parking lot at Themis and Water streets.
In an effort to raise more operating funds, Cape Girardeau Public Library officials are considering placing a tax increase proposal before voters this year or next; in addition, the library's board of trustees has already given tentative approval to a plan to implement a $24 annual nonresident library fee for those using the Cape Girardeau facility.

The quick thinking of an unidentified man was responsible for saving the lives of two Chicago men yesterday afternoon when their car left the road and overturned in Ramsey Creek on U.S. 61 a mile south of Scott City; upon witnessing the accident, the unknown man stopped his car, ran down to the ditch and pried open the door of the upside-down car in order that the occupants might escape.
O.A. Knehans, former judge of Common Pleas Court, announces his candidacy for Cape Girardeau mayor; other mayoral candidates are the incumbent, Edward L. Drum; Judge Charles G. Wilson and O.E. Damron.
