Cairo, Ill., is in the throes of a water famine and is absolutely without fire protection, the result of an accident that destroyed the standpipe at the waterworks early in the morning; the huge standpipe, which had been leaning for some time, toppled over, flooding the waterworks plant, damaging the machinery, putting out the fire in the furnace and cutting off the city's water supply.
