In an extremely light vote yesterday, Cape Girardeans adopted a city charter by a 6-to-1 margin; at Jackson and Delta, school propositions went down to defeat; for the second time in three months, a proposed $1.5 million bond issue to finance additions to three Jackson schools failed.
Cape Girardeau police detectives believe they have cracked a major burglary ring responsible for more than 40 break-ins committed in the city during the past four months with the arrests of three Cape Girardeau men.

The Rev. W.F. Cravens becomes pastor of General Baptist Church in Cape Girardeau with a revival beginning in the evening; Cravens, who was pastor of the General Baptist Church in Louisville, Ky., for eight years before coming here, succeeds the Rev. Fred Latch, who has gone to Elvina, Mo.
A plan to organize within geographical areas and by counties within the State College district so the organization may become more vocal about the needs of the institution was outlined to the Alumni Association yesterday by Mrs. John W. Weirich of Webster Groves, Mo., association president; she spoke at a luncheon honoring retired faculty members Dr. W.W. Parker, Dr. E.A. Collins, Dr. S.A. Kruse, Dr. Lynn H. Harris and A.S. Duckworth.
75 years ago: Nov. 4, 1931
Tentative formal opening date for the new Franklin School addition has been set for Nov. 16, Supt. J.A. Whiteford says; workers are still busy at the school; the floor of the new gymnasium is being sanded and will then be oiled; when the new structure is completed in every detail, a program of music by the children and talks by patrons and others will be given.
Dr. William Mayo, noted surgeon of Rochester, Minn., will be in Cape Girardeau Saturday night and will address a special meeting of the medical staff of Saint Francis Hospital and members of the Cape Girardeau County Medical Association at the hospital.
100 years ago: Nov. 4, 1906
Reformation Day service is conducted in German at Trinity Lutheran Church in the morning.
Tomorrow evening at the Normal School auditorium, the Bostonia Sextet, assisted by Shanna Cummings, will present a program selected from the works of the world's greatest masters of music.
