A federal appeals court has ruled that a lower court erred last year when it dismissed a multimillion dollar lawsuit filed by the developers of the proposed Westborough Mall against the city of Cape Girardeau and West Park Mall; in making the ruling, the court cleared the way for a trial in the 3-year-old lawsuit.

For the third year in a row, it appears the local United Way campaign will fall short of its goal; the local United Way office closed yesterday with the 1982 campaign still nearly $20,000 short of its $217,900 target.

50 years ago: Nov. 13, 1957

Elmer C. Stehr, 56, an employee of The Missourian Companies for 38 years, died unexpectedly last night; last Oct. 28, he and two other employees formed the Missourian Litho & Printing Co. and purchased the printing division of the Missourian Printing & Stationery Co., and began its operation.

BELL CITY, Mo. -- Nine girls from the schools here and two teachers escape serious injury in the evening, when a school district bus overturns on a soft rural road near Arab, Mo.; the elementary volleyball team was going to Zalma, Mo., to take part in a tournament when the accident occurred.

75 years ago: Nov. 13, 1932

Emmanuel Baptist Church, a south-side congregation, is taken over by Red Star Baptist Church; from now on, it will be conducted as a mission; The Rev. W.E. Hicks, pastor of Red Star, says the action follows a request by the smaller organization that his church assume leadership.

Members of the Brotherhood of Christ Evangelical Church conduct worship services in the afternoon at the County Home; they are accompanied by the pastor, the Rev. Reinhart Lehmann.

100 years ago: Nov. 13, 1907

The proprietors of the property at both corners of Broadway and Water Street, near the Frisco depot, have conferred a great favor upon the traveling public by having built two wide granitoid crossings from the corners to the Frisco track; people can now walk to the depot in inclement weather without having to hunt for a boat or wear gum boots.

L.M. Bean of Jackson has been appointed engineer in charge of the drainage scheme, where by the swamp around Dutchtown will be drained.
