Dispute over new work rules issued by management on Monday has resulted in unauthorized employee walkout of nearly 700 workers at Florsheim Shoe Co. plant at Highway 74 and South Boulevard; workers speculate that new rules and their enforcement is connected with contract vote to be made tomorrow by Florsheim Local 125A, United Shoe Workers of America, AFL-CIO; workers believe rules were written in early September, but weren't issued until company felt contract negotiations had been settled.
City Council reduces speed limit on Broadway from 30 to 25 m.p.h.; action comes after complaints by merchants about speeding between stoplights.

Gov. and Mrs. Forrest Smith were unexpected visitors at State College football game last night at Houck Field Stadium; they went to stadium like any other couple and were standing at entrance to playing field, when State Highway Patrol Sgt. Percy R. Little recognized them; he escorted them to box of college president, Dr. W.W. Parker, where they watched game with Dr. and Mrs. Parker, Judge James A. Finch and James A. Finch Jr.; visiting Kirksville College Bulldogs blanked Indians 12-0.
Cape Girardeau Fire Department, with all members participating on dues-paying basis, has affiliated itself with International Association of Fire Fighters, affiliate of American Federation of Labor, and has been given designation Local No. 1084.

St. Louis - In game that features timely hitting on part of Yankees, American League representatives, and three home runs from bat of Babe Ruth, St. Louis Cardinals go down in defeat in fourth World Series game, 10-5.
Rising more than eight inches during past 24 hours, Mississippi River at Cape Girardeau is at 30.7 feet, with additional rise being predicted; ferry A.C. Jaynes abandons its landing on Illinois shore directly opposite wharf here, and is making landings above dike on Menese farm, north of city; water has spread over lowlands in Illinois opposite Cape Girardeau, covering roads; Picayune Island, north of Cape Girardeau, is completely flooded, and 200 acres of corn belonging to Tom McClure are under water.- Sharon K.
