U.S. Rep. Bill Emerson has taken procedural steps that could lead to construction or leasing of new federal office building here; House Public Works Committee has scheduled hearing next week on Emerson's request for "11-B study" by General Services Administration; study is action by Congress directing GSA to study federal agency needs, both present and projected, and report back within 90 days.

Two of three Cape Girardeau city councilmen whose terms expire next week say they will seek re-election; four-year terms of Al Spradling III, Hugh White and David Barklage expire next spring.

25 years ago: Oct. 31, 1976

The Rev. Charles A. Higgins, dean of Trinity Cathedral in Little Rock, Ark., is guest preacher at morning service at Christ Episcopal Church; Higgins was serving as assistant to dean of St. John's Cathedral in Hong Kong, when British Crown Colony surrendered to Chinese in December 1941.

Whitewater - Dana Lee White is ordained at Webster Groves Presbyterian Church in St. Louis; she will be installed as new pastor of Patton and Whitewater (Sedgewickville) Presbyterian Churches on Nov. 7.

50 years ago: Oct. 31, 1951

Merchants on Main Street have given City Council petition urging it to restore angle parking on lower Broadway and on Themis Street and expressing opposition to any step which might inaugurate one-way traffic on Main and Spanish streets from Broadway to Independence streets.

Ghosts and goblins parade along Broadway to Houck Stadium in evening in annual event sponsored by American Legion Auxiliary; prizes are awarded for best costume in variety of classes.

75 years ago: Oct. 31, 1926

The Rev. Ira D. Byrd last week closed his pastorate at Puxico and now will devote his entire time to organization of Baptist mission in south section of Cape Girardeau; he has been encouraged by attendance at recent Sunday services here and predicts mission will grow rapidly.

Caruthersville - Fire, believed to have originated from overheated stove, destroys large tent in which Howard S. Williams, Mississippi layman-evangalist, was to close out his revival meeting this evening.
