MARBLE HILL, Mo. -- John Johnson, the Marble Hill city administrator, says he has resigned because of a political power struggle; after the merger of Marble Hill and Lutesville, Mo., Johnson was hired as the city's first administrator, a position Johnson says isn't needed.
