As expected, the Southeast Missouri State University Board of Regents approves a recommendation for the school's administration to impose a $50 surcharge on students at the university next semester to help make up for a $867,000 appropriation cut called for by Gov. Kit Bond.

The lagoon at Capaha Park -- home of ducks, swans, bass and bluegill -- will also accommodate three fountains, if the Cape Girardeau City Council approves a plan submitted last week by the Parks and Recreation Board; the fountains would circulate the water in the lagoon to help eliminate an algae problem.

50 years ago: Oct. 16, 1957

Influenza, the first of three waves of the disease expected before spring, is spreading over Cape Girardeau County; the Cape County Medical Society reports there is no way to prevent the spread; whether it is the Asian flu cannot be learned without exhaustive tests.

Jackson voters yesterday turned down the bond issue proposal in a special election; the proposition was to issue $65,000 in bonds to complete the public library building.

An argument last night between Bud Cambron and Al Nenninger came to a head with a bet, with Nenninger wagering that Ty Cobb played in a World Series, and Cambron betting he was wrong; the loser was to give the winner a wheelbarrow ride over Good Hope Street; Cobb played with Detroit in a series in 1909 against Pittsburgh, and Cambron ends up pushing the wheelbarrow.

100 years ago: Oct. 16, 1907

George Houck Jr., of Bloomfield, Mo., who has been visiting relatives in Cape Girardeau, is getting a reputation for himself as a fine horseman; at a recent horse show at Bloomfield, Mo., he took several premiums.

C.B. Heller, the Haarig butcher, bought 15 steers from Frank Dockins of Scopus, Mo., Monday, which weighed 960 pounds each; he also purchased 30 hogs from John Westrich of Hamburg, Scott County.
