Mrs. Ortega is the former Sheila Welter, daughter of Jim and Carol Welter of Cape Girardeau. Ortega is self-employed. He is the son of Don Ortega of Pembroke Pines, Fla., and Jan DaShiell of Middleburg, Fla.
