Chris Graff with Cotner Electric Co. installs video detection traffic control monitors Wednesday at the intersection of Broadway and Caruthers Avenue in Cape Girardeau. According to Ron Cotner, company owner and traffic signal technician, the vehicle detectors that were managing traffic flow will be inactive after the resurfacing of the road, requiring the change to the video monitoring system. Cotner said the cameras were just to manage flow of traffic and not for catching driving violations. Cotner is also installing the monitors at William and Sprigg streets and at Morgan Oak and Sprigg streets. (Elizabeth Dodd)
