Daly had appeared before U.S. District Court Judge Rodney W. Sippel on Friday.

Daly was seen by law enforcement officers attempting to steal anhydrous ammonia in Kelso on Oct. 12, 1999, Bright-Pearson said. When an officer attempted to stop Daly, he fled from his vehicle on foot, authorities said. A search of the car's trunk found a partial methamphetamine lab, authorities said..

In a separate hearing, Ronnie W. Lane, 49, of Charleston pleaded guilty to attempting to manufacture methamphetamine. After a search of Lane's home on Dec. 18, Lane told officers that he had used several household items to manufacture the drug, Bright-Pearson said.
