WASHINGTON -- A man and a woman, both wearing duct tape, were arrested in the Capitol on Thursday.
A police officer saw two people wearing devices that he thought resembled suicide bombs. The woman had a belt with duct tape around her waist, while the man had jars filled with an undetermined liquid wrapped around him with duct tape, Capitol police chief Terrance Gainer said.
Police temporarily cordoned off the Rotunda in the middle of the Capitol but did not evacuate the entire building after determining there was no danger.
An officer was alerted to the two people when he noticed a group of teenagers around them taking pictures as the suspects chanted and danced, Gainer said.
Their names were not released. The pair were charged with interstate transport of an explosive device, a federal charge, according to Capitol police.
