Sparkman, a mortgage loan officer at Alliance Bank, is seeking re-election to a second three-year term.
Sparkman said she was involved in hiring superintendent Dr. David Scala. "I want to be around to see the positive changes he is making," she said.
Howard couldn't be reached for comment.
School board member Tim Arbeiter, who is finishing his first term on the board, said recently he was undecided about running again.
Marc Harris, a Jackson insurance agent, has filed for the Jackson school board. Harris couldn't be reached for comment.
He is the third candidate to file for the school board in Jackson, joining retired teacher Dan Stover and incumbent Gerald Adams.
