Cape Girardeau Police said they found two people making methamphetamine in their Cape Girardeau apartment.

Jackie W. Vincent, 41, and Jessica Lynn Chaney, 28, who told police their address was 2830 Whitener St., Apt. 3, were arrested Dec. 10 and charged with manufacturing a controlled substance and possession of drug paraphernalia, both felonies.

Officers went to Vincent and Chaney's apartment about 2:45 p.m., looking for two wanted suspects. On arrival, officers talked to Vincent, Jessica Chaney and a third person, Cape Girardeau Police Lt. Bradley Smith wrote in a probable-cause statement.

Police checked a computer database and found Vincent had an active warrant from the U.S. Marshal Service for dangerous drugs, and he was arrested, Smith wrote.

One of the occupants allowed officers to search the apartment, and they found a one-gallon container of Coleman camping fuel and several used coffee filters, according to the statement.

"Based on my training and experience, these items are used in the manufacturing process of methamphetamine," Smith wrote.

In view were a straw and a white powdery substance that tested positive for methamphetamine, according to the statement. At that point, one of the apartment's occupants declined to allow officers to search the apartment further, but they returned with a search warrant at 4:40 p.m., Smith wrote.

In the same bedroom, officers found Liquid Fire drain opener, a 20-ounce reaction bottle, one empty ice compress containing ammonia nitrate, a coffee can with a peeled lithium battery, an empty Claritin D pseudoephedrine cold-medicine box, a Pyrex plate with methamphetamine residue, two handwritten lists and a recipe for manufacturing methamphetamine.

Vincent's bond was set at $35,000, and Chaney's was set at $25,000.
