Two Cape Girardeau men arrested on drug charges

An ongoing drug investigation by state, local and federal law enforcement resulted in the arrest of two Cape Girardeau men Tuesday on drug distribution and trafficking charges.

According to arrest warrants, Albert L. Estes, 61, 1514 Scott St., is accused of distributing heroin to a confidential informant working with the Missouri State Highway Patrol on April 29, and Raiman C. McKenny, 51, 1929 Good Hope St., is accused of distributing 6 grams or more of a substance containing cocaine base to an informant working with the U.S. Drug Enforcement Administration.

Estes faces one felony count of distributing a controlled substance, which carries a maximum penalty of 15 years in prison. McKenny was charged with first-degree drug trafficking and could serve up to 30 years in prison if convicted.

Both men are prior drug offenders, meaning their previous convictions could be used to extend their sentence.

Cape Girardeau County Circuit Court convicted Estes in 1970 on drug possession charges, and in 1986, he was convicted on federal charges of selling a controlled substance. McKenny was convicted on Cape Girardeau County charges of possession of a controlled substance in 1997 and again in 2006.

Bond for both men has been set at $100,000. A first court appearance for both has been scheduled for 3 p.m. Monday.

More arrests are expected, said Sgt. Barry Hovis, spokesman for the Cape Girardeau Police Department.

On Dec. 13, highway patrol officers arrested Tracy L. Selvy, 37, of Memphis, Tenn., and Vincent A. Davis, 35, of West Memphis, Ark., on charges of second-degree trafficking and possession of a controlled substance with intent to distribute.

Police also confiscated about $184,000 worth of heroin and marijuana.
