A report released Wednesday accuses former Perryville police chief Keith Tarrillion of unprofessional conduct ranging from sexual harassment to threatening employees.

Former Secret Service agent Paul Nenninger interviewed 26 Perryville Police Department employees.

In his report on the interviews, Nenninger said employees accused Tarrillion of:

* Grabbing or slapping male genitalia and singing made-up songs in which he called officers "so gay."

* Twisting a male officer's nipple. The officer told Nenninger he interpreted the behavior as an "acceptance gesture" by Tarrillion.

* Dropping his pants in the traffic office and asking if anyone wanted to wrestle.

* Creating a department policy to eliminate a female officer from consideration for a promotion after she applied for it.

* Telling employees he had affairs with eight women.

* Calling an officer away from his shift to extricate Tarrillion's personal vehicle.

* Asking an officer to keep someone away from Perryville High School so he could meet with someone.

* Asking officers to check a residence to see whether a woman's car was there.

* Showing an employee a text message from a woman "saying she wanted to have sex with [Tarrillion] right now."

* Showing an employee a topless picture of a woman on his cellphone and admitting to having an affair with her.

* Claiming to have a romantic relationship with an employee who denied anything happened between them.

* Showing partially nude pictures of several women to several officers, identifying the women as his sexual partners.

* Using crude, graphic language to remind staff members he personally held their careers in his hands.

* Ordering employees not to go to city hall unless directed by him or another officer whose name was redacted.

* Failing to take action against an employee who used a department computer to have a sexually explicit conversation in which he also threatened to kill two people.

* Promoting an employee over better qualified applicants because the employee was having an affair with the same woman as Tarrillion.

* Promising an officer a promotion to detective if he wrote a grant, then reneging on the promise after the officer wrote a successful grant that provided the department $250,000 to cover pay and benefits for two detective positions.

* Giving an employee preferential treatment because his brother worked for a department where Tarrillion hoped to secure a "cake job."
