Following is a chronological listing of events that have transpired in regard to the Cape Girardeau Municipal Airport terminal renovation:
December 1990
The Cape Girardeau Municipal Airport Advisory Board approves a motion to go forward with a terminal building renovation project after more than a year of deliberation over whether to renovate the building or construct a new one.
Sept. 12, 1991
The airport board votes to go ahead with the renovation project despite a last-ditch effort among some members to instead build a new building.
October 1991
Final bid specifications on the terminal renovation project are sent to FAA for review. The plans subsequently are changed to accommodate FAA requirements for public-access areas to the building.
Feb. 14, 1992
It's moving day for the remaining tenants at Cape Girardeau Municipal Airport as work begins to remove asbestos from the terminal building.
TWE, Midwest Weather Services and Hertz and National car rentals are moved to mobile offices situated outside the terminal building.
Later that month the city staff recommends the city council authorize a contract with Sides Construction Co. for the renovation project. Sides' base bid of $868,500 is the apparent low bid.
April 1992
Two months after bids were opened on the long-delayed project, the city remains without a construction contract. The FAA refuses to approve a contract with Sides Construction when the contractor fails to meet requirements of a quota program designed to benefit minority-owned businesses.
The second lowest bid on the project $907,000 by R.A. Schemel and Associates of Perryville also might be rejected for the same reason.
May 4, 1992
The Cape Girardeau City Council approves a resolution to reject all contractor bids and rebid the renovation project if the FAA doesn't award the construction contract within a week.
May 26, 1992
The city finally is poised to embark on the project with the FAA's approval of the Schemel bid. Already three months behind schedule, once the project starts, Schemel is given 270 days to complete the work.
June 23, 1992
Work finally commences on the renovation project, with the completion deadline set for March 20, 1993.
September 1992
City officials predict a February completion of terminal building project.
March 1992
Deadline for completion of the terminal building project pushed back to April 26 due to an approved change order in the work, It's unlikely the deadline will be reached, and by April 22, the contractor had not asked for any extensions.
