Over 10,000 fourth-graders entered the contest, which was sponsored by the Children's Trust Fund and the Missouri Chapter for Prevention of Child Abuse.
Shelby, her family, and her art teacher, Jurea Commer, have been invited to Jefferson City to meet the governor as part of her prize.
She is the daughter of Dennis and Patricia Shelby.
