It's also setting up a temporary shelter for pet owners from New Madrid, Butler and Pemiscot counties who remain without water or power. Meanwhile, six cats and 54 dogs were sent Friday to St. Louis from the Humane Society shelter Caruthersville. That shelter has no electricity, heat or water.
