State Rep. Kathy Swan recently was recognized for her legislative efforts to improve early education opportunities for children.

The Missouri Children's Leadership Council awarded Swan, R-Cape Girardeau, and four other representatives with the inaugural #KIDSWIN Award, which recognizes legislators working as "Champions for Children."

Swan received the award for her work as the sponsor of House Bill 1689. The measure allows local school districts to receive state support through the Missouri Foundation Formula for operating high-quality prekindergarten programs. Funding for each district would be tied to the number of participating 3- and 4-year-old students who are eligible for free and reduced-price lunches.

After the 2014 legislative session came to an end in May, Swan said she considered the bill's approval one of her greatest achievements during the session.

The bill received strong bipartisan support in both houses of the Legislature and was approved by Gov. Jay Nixon in July.
