SPRINGFIELD, Mo. (AP) -- A veterans center that helps the homeless in Springfield is at the center of a controversy between its operator and the city.

City Attorney Dan Wichmer recently wrote a letter asking the Rev. Larry Rice not to use the New Evangelistic Center as an overnight shelter, kitchen or free store. Wichmer suggested the center could be closed for up to a year if it became a nuisance.

The Springfield News-Leader reported that on Tuesday Rice and a group of about 20 homeless people marched to City Hall to protest.

The controversy is occurring as the city is trying to find ways to help a burgeoning homeless population. The City Council on Monday night approved a resolution lifting zoning regulations so churches and other facilities could provide homeless shelters until May 1.
