JERUSALEM -- Israeli Prime Minister Ariel Sharon called the Palestinian Authority a "terror posse" Thursday and said the only path to Mideast peace lay through removal of the Palestinian leadership.

In a televised speech, Sharon also repeated that he had no intention of holding peace talks with current Palestinian leadership.

He said Israel wanted peace and an end to the 22 months of fighting, and blamed Thursday's breakdown in lower-level talks on the Palestinian leadership.

"Between us and the goal is the terror posse, the terror and the corruption of the Palestinian Authority," he said. "This posse does not want peace with Israel, just like it is not interested in easing the difficult problems of the Palestinians.

"The only way to peace is to remove this murderous posse from its political position," he added.

Sharon spoke as a senior Palestinian team met U.S. officials in Washington, in what were the highest-level talks between the two sides since President Bush also called for a change in Palestinian leadership in a June speech.

The delegation, headed by chief negotiator Saeb Erekat, was holding talks with National Security Adviser Condoleezza Rice and Secretary of State Colin Powell.

In the West Bank, meanwhile, Israeli troops demolished the homes of four alleged Palestinian militants and raided the Gaza Strip town of Beit Lahia, part of ongoing operations directed at suspected militants. Hundreds of Palestinian children and teen-agers hurled stones at four Israeli tanks.

Soldiers fired tank-mounted machine-guns to drive back the crowd, killing a teen-age boy and wounding four others. The army said soldiers opened fire because they felt their lives were in danger.

More talks scheduled

Earlier Thursday, Israeli and Palestinian security officials failed to reach agreement on a phased troop pullback, but Israeli officials said more talks were scheduled for early next week.

Sharon called for the Palestinian Authority to reform its security services and its financial system, which he said was aiding militants.

"Any attempt to speak to the terrorists will only put in their hearts the hope that they will be able to deceive us again," Sharon said. "We will not fall in this trash can that is meant to weaken us and to save them. There will be no compromises with terror and we will not negotiate with it."

Palestinians say that Sharon is not serious about peace talks, and only wants to undermine Palestinian leader Yasser Arafat and the Palestinian Authority.

Sharon said Israel would not get involved in internal Palestinian politics but would "listen to all the voices, to seek out every ray of hope and to encourage every small spark seeking change."
