Several bids for new Cape police station are under budget

The city of Cape Girardeau received four proposals Tuesday to build a new police station at the site of the Naval Reserve Center in Arena Park -- including several that came in at or under the city's $11 million budget.

FGM Architects submitted the original needs assessment for the new police station, and it is part of a team with Penzel Construction of Jackson and Holland construction of Swansea, Illinois. The Penzel-Holland proposal presents four plans with a scheduled completion date of August 2017.

Option one would be a 49,326-square-foot facility that would renovate the Naval Center, then build one large addition that would accommodate a jail with up to 40 beds. That option is estimated to cost $11.8 million, over the city's budget of $11 million.

Option two also would be a renovation that would include a much smaller addition for a 40,800-square-foot facility and a 32-bed jail. That would fall within the $11 million dollar budget.

Option three would be a new facility of 46,800 square feet with a jail of up to 40 beds. Option three is slated to cost $12.7 million.

Option four is a new but smaller facility of 40,800 feet that would fall within the budget of $11 million.

The construction companies and architects involved have worked om police stations in Sikeston, Missouri; Farmington, Missouri; Edwardsville, Illinois; and Duluth, Minnesota.

One of the reasons the city decided on a design-build process for the station was to see whether any of the teams could complete the project for less than $11 million, according to project manager Anna Kangas.

The team of Treanor Architects of St. Louis and Zoellner Construction of Perryville, Missouri, estimates the project cost to be $10,457,000.

"We have recently completed projects within this budget range but (we) require an open dialogue on the scope of work, level of finishes and quality of materials and equipment," the Treanor proposal states. "The design solution shall enhance police function have good operational flow and improve efficiency. The design shall send a message of fiscal responsibility to the community."

Treanor and Zoellner provided a detailed budget analysis for the project that included $9,582,000 in construction costs with a $387,000 contingency. They have $1.1 million slated for soft costs, including surveying, testing and inspections. They expect the project to be completed in February 2018.

Treanor and Zoellner have experience with the Kansas City North Patrol Station, St. Louis County Courts building, Lee's Summit, Missouri, detention center and fire house No. 3 in Cape Girardeau.

"There is a difference between experience and expertise," the Treanor proposal states. "No other team will have the breadth and depth of experience than this team."

The JEMA Architects of St. Louis and PARIC Construction of St. Louis partnership projects a cost of $10,977,880 for a new building.

"The existing armory may look at first glance like a money saver, but once code-required seismic bracing is factored in as well as necessary repairs and modifications the renovation of the armory becomes a costly hurdle to overcome," the PARIC proposal states.

The JEMA and PARIC proposal does not provide any estimate for demolition of the Naval Center or recommend a different site. The proposal states they will provide the city an updated cost estimate when working on the early planning phrases. The proposals states they could be finished by Sept. 20, 2017.

PARIC and JEMA have experience building the Ferguson, Missouri, police station, St. Charles County sheriff's station and St. Charles County Jail. PARIC has been involved in projects in South Carolina, North Carolina, Arkansas and other states.

The final plan from Kiefner Brothers Construction of Cape Girardeau and Chiodini Architects of St. Louis does not include a cost estimate.

"We, Kiefner Brothers, Inc and Chiodini Architects cannot, at this time, guarantee that we can meet your current budget and satisfy your current program needs as specified by the FGM documents," the Kiefner proposal states. "We do, however, pledge to give our best effort."

The Kiefner and Chiodini proposal is not specific about renovating the current building. It is critical of previous plans submitted by FGM.

"The FGM proposed floor plan seems to have allowed the existing building configuration and structure to completely dictate the programming and space planning," the Kiefner proposal states.

Kangas said the schedule was to select the top three proposals by Feb. 2 and then conduct 40- to 60-minute interviews beginning the week of Feb. 15. Kangas said with four proposals, the city might choose to interview representatives from each team. The Cape Girardeau building and inspection department is planning to make a recommendation to the city council March 7.
