ST. LOUIS -- For the second time in a month, a St. Louis police major passed over for promotion is suing the police department, alleging bias in the process.

The St. Louis Post-Dispatch reported Maj. Rochelle Jones filed suit Tuesday. She had sought a promotion to lieutenant colonel, a promotion that instead went to another major who is African-American.

Jones also is African-American. Her suit alleges gender bias. Earlier this month, Maj. Michael Caruso filed suit alleging he was a victim of racial discrimination. Caruso is white.

Both Jones and Caruso claim they are more qualified.
