Former Jackson mayor and alderman Paul Sander was sworn in to fill the Ward 1 seat at Monday's regular board of aldermen meeting, and the board heard updates on projects and other action.

�Paul, it's great to have you back," said Mayor Dwain Hahs to newly-sworn-in Alderman Sander. Hahs cited Sander's 14 years of mayoral experience in Jackson, and his previous seven years as Ward 1 alderman, as well as Sander's dedicated community service.

Hahs�said Sander was�past president of the Jackson Area Chamber of Commerce, past Magnet president and recipient of the Fulenwider Award for service.

The term Sander is filling expires in April, and is the seat formerly occupied by Phil Penzel, CEO of Penzel Construction. Penzel resigned in May to avoid conflicts of interest between his company and participation in city projects, according to earlier reporting by the Southeast Missourian.

Hahs then appointed Andrea Flint, president of the Jackson Jaycees, to serve on the Community Outreach Board until the term expires in May 2021.

Median-break project

Elliott Reed, project manager with Cochran Engineering in Fenton, Missouri, gave a refresher on the median break project, which will break the median on East Main Street 450 feet west of Interstate 55 and add two entrances.

This will aid in future development, Reed said.

The project was put out to bid in June and one bid was received in July, from Fronabarger Concreters of Oak Ridge, for $167,000.

"Normally, I like to receive more than one bid, but they were under our estimate [of $208,000], I understand they have a good reputation in the area, so I don't have any problem recommending them," Reed said.

The motion was approved.

Other action

  • The aldermen approved $17,185 to HR Green Inc. of Chesterfield, Missouri, to provide engineering services under the Municipal Separate Storm Sewer System, or MS4, permit program.
  • Right-of-way deeds for Harmony Lane from Drew Howard, John and Sandra Schnicker, and the Stone Family Trust, were granted for upgrades to the city water system.
  • The expiring preliminary plat of the Jackson North Industrial Park was re-approved, in order to remain current in case a buyer comes along, according to a memo from building superintendent Janet Sanders to the mayor and board of aldermen.
  • Stooge's Restaurant at 507 W. Main St. received a liquor license: malt liquor (beer) by drink 5 percent.
  • SEMO Crawfish Co. at 3582 E. Jackson Blvd. received a liquor license: malt liquor (beer) by drink 5 percent.
  • Lloyd's Place at 123 S. High St. received a liquor license: malt liquor (beer) by drink 5 percent, and retailers of packaged malt liquor (beer) 5 percent, which includes light wines.
