SCOTT CITY -- A second candidate has filed for mayor in Scott City.
Rodney Holloway, a Scott City businessman, filed Thursday for the seat.
Mayor Shirley Young has said she will not file for a second term. Scott City businessman Larry Forhan filed for the mayor's seat earlier this month.
The filing period closes Tuesday at 5 p.m.
Holloway, 34, and his wife, Karen, own the K&R mobile home park in Scott City. They have three children.
A resident of the town for seven years, Holloway said he'd like to see property taxes lowered, and allow residents a louder voice in city issues.
"I feel the people of this town have no voice," Holloway said. "If I'm elected, I'll see that when people come to City Hall with a problem, they are treated fairly and are helped out."
Holloway ran for a Ward 1 seat on the Scott City Council in 1990, losing by 12 votes. He said he has been interested in city government since that time, and has recently begun attending regular council meetings.
Holloway is a native of Cape Girardeau and a lifelong resident of Southeast Missouri.
He said he wants to make residents proud of their city.
"I believe that if I'm mayor of Scott City, the town can be turned around," he said. "I think people are dissatisfied with city government the way it is now."
Holloway said he'd like to see more people get involved in city government, possibly through volunteering.
Candidates for seats on the City Council include LaDonna Phelps for a two-year term in Ward 1; Edith Davidson and Kenny Holder for a one-year term in Ward 2; John Rogers and George Moit for a two-year term in Ward 2; Ron Oller for a two-year term in Ward 3; and Terry Johnston for a two-year term in Ward 4.
