About a dozen residents from a neighborhood near the Southeast Missouri State University campus approached the Cape Girardeau Planning and Zoning Commission Wednesday night, asking for protection from future developers who could turn neighboring houses into college apartments.

The commission granted their wish, approving the change in zoning from R-3, a two-family residential district, and R-4, a multiple family residential district, to R-2, a single-family district. The change will have to be approved by the city council also.

The zoning change affected a total of 28 homes on Hillcrest, North Henderson, Rockwood Drive and Highland Drive.

"We have a beautiful neighborhood and we love our homes," said David McClain of 1208 Hillcrest. "We wish to maintain them with respect and the beautiful condition that they've always been in. They're special to us in many ways."

Marta Green of 1211 Hillcrest agreed.

"We just want to change to R-2 so no one buys these houses and turns them into apartments," she said.

No one spoke in opposition of the change.

The commission approved a lengthy list of billboard regulations for the council approval.

Among the conditions agreed upon were the exclusion of all billboards along any road east of Kingshighway. Billboards will only be allowed on Interstate 55, Route K west of Albert Street and Missouri Route 74 west of Kingshighway.

In other action, the commission:

Approved the request of Jones and Kennon Development LLC to rezone lot 18 of Lynwood Hills second amended subdivision from R-1, single family residential district to R-3 and R-4. No one spoke in opposition.

Approved the request of LaCroix United Methodist Church for a special use permit for the installation of a temporary modular single wide office unit at 3102 Lexington Ave. in an R-1, single family residential district.

Approved record plats of the Georgell subdivision, a resubdivision of Landspec subdivision and Emerald Forest.

Approved a preliminary plat of Silverthorne subdivision and of Emerald Forest.
