The Board of Regents at Southeast Missouri State University will discuss operating and capital budget recommendations for fiscal year 1995 when it meets Monday in St. Louis.

The meeting will be held in the New York Room of the Hyatt Regency in Union Station at 6:30 p.m. Southeast last held a regents meeting in St. Louis on Sept. 25, 1986.

University officials said the meeting is being held in St. Louis as part of a long-standing tradition of holding off-campus meetings to bring the school closer to the people in its 24-county service region.

The St. Louis site was also chosen because several members of the board are scheduled to attend a workshop there on Monday and Tuesday. The workshop on "Making Boards More Effective" is sponsored by the national Association of Governing Boards.

Ken Dobbins, Southeast's executive vice president, said Missouri's Coordinating Board for Higher Education (CBHE) has recommended a $568.3 million operating budget and a $134.6 million capital budget for higher education for fiscal year 1995. The recommendation will be submitted to Gov. Mel Carnahan and the Missouri General Assembly.

Under the recommendation, Southeast would receive $35.8 million in state funding for its general operations, an increase of $3.3 million over the current, 1994 fiscal-year appropriation, Dobbins said.

The total recommended increase for Southeast's core budget is $2.7 million, he said. In addition to the core budget increases, the coordinating board has recommended added funding of $580,749 for the nursing program, the Harry L. Crisp Bootheel Education Center in Malden, and technical support for teaching and learning at Southeast.

The CBHE has also recommended an appropriation of nearly $13.9 million for construction of a College of Business building for fiscal year 1995, and a fiscal 1994 supplemental appropriation of $663,400 for renovation of the Parker Building, Southeast officials said.

In other business, the regents will consider approving a grievance policy for staff members, a mail policy, and a name change for the Center for Teaching and Learning. The new name would be "Center for Scholarship in Teaching and Learning."
