Re-elected Jackson aldermen sworn in at Monday meeting

Jackson Mayor Barbara Lohr administered the oath of office to aldermen members elected in April and appointed members to five city advisory boards Monday night.

Aldermen Tim Welker of Ward 1, Dave Reminger of Ward 2, Larry P. Cunningham of Ward 3 and Joe Bob Baker of Ward 4 all ran unopposed and held their seats in the general municipal election April 3.

Reminger was reappointed chairman of the power and light committee and will be joined again on the committee by aldermen Mark Dambach, Tom Kimbel and Welker.

Cunningham was reappointed chairman of the street committee, along with aldermen Baker, David Hitt and Wanda Young.

Baker was reappointed president of the board.

New appointments to five advisory boards were accepted. Mike Seabaugh and Blaine Miller were appointed to four-year terms and Don Kuntze was appointed to a one-year term on the planning and zoning board; Ennis Hinkebein, Rodney Ladreiter and Dwight Johnson were appointed to three-year terms on the park board; Jason Lily was appointed to a five-year term on the zoning board of adjustment and Lynette Moore was named as an alternate board member; Mary Lou Talley, John "Pat" Fosse and Patti Turner were appointed to three-year terms on the library board; and the Rev. Sam Roethemeyer, Brandon Neil, Craig Raney and Charla Myers were appointed to three-year terms on the community outreach board.

Other business

• The board of aldermen set a public hearing for 7 p.m. May 21 to discuss city performance in the 2007 Community Development Block Grant Industrial Infrastructure Project. The city received an infrastructure grant for Jackson Industrial Park, contingent upon creation of 20 jobs by ARI-Jackson Manufacturing. Lohr said that the infrastructure has been completed and ARI hired more than 20 people and the hearing is the final step in completing the grant requirements.
• The city amended its ordinance controlling excavation permits, required by certain construction projects. The fee was raised from $5 to $20 and the circumstances under which permits and city inspections are required were more specifically defined. If excavation is part of another permitted project, such as plumbing, electrical or building projects, a separate permit is not necessary. Janet Sanders, building and planning superintendent, said that city staff and permit-seekers would be educated on the new requirements to ensure that new projects would comply with the updated guidelines.
• The board also accepted a bid of $209,801 by Enaqua of Vista, Calif., for ultraviolet disinfection equipment for the city's wastewater treatment facility to satisfy EPA requirements. Ultraviolet disinfection is used to eliminate drug-resistant bacteria in the water supply. The total cost of Jackson's Ultraviolet Disinfection Equipment Procurement Program will be about $750,000, according to Lohr.
• A services contract and bid for $107,616 by Lappe Cement Finishing Inc. of Perryville, Mo., were accepted relative to the Bainbridge Road Widening and Culvert Replacement Project, which will remove and replace existing concrete culverts and widen and resurface the road.
• The city agreed to allow Stanley and Martha Koeller to combine their two lots on Jefferson Street into one large lot.
• The board also approved the final plat of The Meadows at Oak Creek subdivision, as submitted by Oak Creek Properties LLC of Cape Girardeau.
• The mayor announced that the Seniors and Lawmen Working Together memorial service, which remembers fallen law enforcement officers, would take place at 10 a.m. Friday at the Missouri Department of Conservation Nature Center at Cape County Park North.
• In the study session, the board reviewed information relevant to the rezoning of certain lots in the Nine Oaks Subdivision, as requested by B&R Developers LLC of Jackson, Ron and Marcia Clark, Bobby and Jane Clark, Clark & Sons Excavating LLC of Jackson, Southeast Missouri Medical Center Inc. and the Jackson Area Baseball Association.

If all the requested changes are approved, more than half of the neighborhood, including the majority of the property from Aberdeen Circle to Hubble Creek, will be zoned for commercial use. Also, the 120-foot buffer between residential and commercial areas required by the original zoning plan would be reduced. A public hearing on the matter is scheduled for 7 p.m. May 21.
