Whether charges will be filed in the case of a girl who arm was severed while she trying to crawl under a Union Pacific train is up to Scott County Prosecutor Paul Boyd.

Boyd must decide "if this is a case of very bad parenting or criminal negligence on the part of one or more of the adult participants," Scott City police chief Don Cobb said Tuesday in a news release.

Boyd said Tuesday the case was under review.

A 7-year-old girl, who has not been identified, lost the arm Sunday. Union Pacific officials have said the girl was with two other juveniles and two adults when the accident occurred.

They crawled under a southbound train that had stopped to allow passage of a northbound train. The train began moving as the 7-year-old went under, railroad spokesman Mark Davis said.

Trains routinely stop in Scott City for oncoming traffic, blocking crossing points. The child was injured about 180 yards from the Second Street overpass, Cobb said Monday.

All of the parties involved have cooperated fully, Cobb said in the news release. The number of citizens who have called the police has been impressive, he said, and many "expressed their outrage that this could happen to a child."
