JEFFERSON CITY, Mo. - Outside money continues to fuel both campaigns in the 25th District state Senate race, with the fund-raising and spending advantage overwhelmingly going to Democratic Sen. Jerry T. Howard of Dexter, Mo.

During the latest finance reporting period, Howard outraised his Republican challenger, state Rep. Bill Foster of Poplar Bluff, Mo., by a 13-to-1 ratio, and outspent him 11-to-1.

So far a total of nearly $545,000 had been raised and about $454,000 spent by the two candidates. Howard did about 77 percent of the fund raising and 84 percent of the spending.

Of Howard's itemized donations, which accounted for better than two-thirds of his total receipts, 94 percent of his money came from sources outside of the 25th District.

Itemized donations gave Foster nearly half his money. Seventy-three percent of those were from outside the district, which includes Butler, Dunklin, New Madrid, Pemiscot, Stoddard and Wayne counties.

Just $7,500 of more than $112,000 in itemized donations came from within the district.

Non-itemized donations include personal loans and anonymous cash donations made at fund-raising events.

Candidate finance disclosure reports filed Monday with the Missouri Ethics Commission covered Sept. 3 through Sept. 30.

Howard began that period with $124,860.21 on hand and raised $151,659.47, which included $44,000 in personal loans to his campaign. He spent $247,241.63 - $236,000 of which was for television advertisements - to leave him with $29,278.05.

PACs especially generous

Political action committees, especially those representing labor unions and health care organizations, in Jefferson City, Kansas City and St. Louis, as well as many from out of state, were extremely generous to Howard, accounting for the bulk of his out-of-district money.

Twenty-five donors gave Howard the maximum of $550 for a state Senate race. The Missouri Democratic Party also gave Howard $7,500. The state's limits on party donations are currently blocked by a federal court, allowing parties to give candidates unlimited amounts.

The 25th District seat is one of two currently held by Democrats that the Missouri Republican Party had been targeting in its bid to win control of the Senate, where Democrats hold a slender 18-16 majority. However, it appears from the latest campaign records that the GOP's direct financial support of Foster, at least for the moment, had waned.

Foster started the period with $58,635.09 and raised just $11,795. He spent $22,017.32 to leave him with $48,412.77 in the bank, about $19,000 more than Howard.

For the entire campaign, Howard, who is vying for his third full term in the Senate, had raised $421,680.63 while spending $379,415.72. His campaign had $64,000 in outstanding debt.

Foster had raised $123,266 while spending $74,353.23. His campaign had just $2,500 in debt.
