Police spokesman John Mirabelli said the driver hasn't been charged, but he wouldn't say Sunday whether the driver was still being questioned by investigators.

Authorities say 21 people were injured in the crash.

Most have been released, but three remain hospitalized at Mount Sinai Hospital.

A spokeswoman says those patients have improved since Saturday -- when they were listed in fair condition -- but haven't improved enough to be listed in good condition.
