Nixon replaces another lottery official

JEFFERSON CITY, Mo. -- Gov. Jay Nixon has replaced all of the members of the Missouri Lottery Commission as he pushes for changes that could direct more money to education.

Nixon on Wednesday appointed Judene Blackburn, of Waynesville, to the five-member panel that oversees the lottery. She replaces Pamela Wright, of University City.

Blackburn is a retired school superintendent whose term would run until September 2016, if she receives Senate confirmation.

Last week, Nixon replaced four other lottery commissioners. Three of the new appointees also have ties to education.

Nixon revamped the commission while releasing a report recommending it reconsider how much it spends on prizes and advertising and restructure some contracts.

The lottery had record sales during the 2014 budget year but provided less money to education than the previous year.
