Sept. 16

Mayor Marlin O'Neal called the meeting to order at 6:30 p.m.

* Council members present by roll call were Doug Sikes, Tim Fodge, Calvin Brown and Andy Childers.

* A motion was by Fodge and seconded by Brown to accept the consent agenda. Motion passed with all voting yes.

* A motion was made by Childers and seconded by Brown to accept the police report, fire report, maintenance report and traffic violations report. Motion passed with all voting yes.

* A motion was made by Sikes and seconded by Fodge to schedule a special meeting to meet with Rich Cochran to discuss option for sewer permit requirements. Motion passed with all voting yes.

* A motion was made by Childers and seconded by Brown to have the city attorney write an amendment to Ordinance 654 adding a penalty section. Motion passed with all voting yes.

* A motion was made by Fodge and seconded by Sikes to table the annexation of U.S. 61 until the October meeting. Motion passed with all voting yes.

* A motion was made by Brown and seconded by Sikes to place the "Welcome to Morley" signs at the city limits on the north and south ends of U.S. 61. Motion passed with all voting yes.

* A motion was made by Sikes and seconded by Fodge to the amended script of the employee handbook and available for the October meeting. Motion passed with all voting yes.

* A motion was made by Childers and seconded by Fodge to advertise for bids for employee insurance and have by the October meeting. Motion passed with all voting yes.

* A motion was made by Fodge and seconded by Brown to create a resolution of intent to purchase gravel for the Champion Tree City Park. Motion passed with all voting yes.

* A motion was made by Sikes and seconded by Fodge to remove section nine from Ordinance 636, leaving section 7. Motion passed with all voting yes.

* A motion was made by Childers and seconded by Fodge to close the regular meeting and go into closed session. Motion passed with all voting yes, by roll call vote. Closed for closed session at 8:19 p.m.

* The regular meeting was called by to order at 8:57 p.m. Fodge made a motion to adjourn the regular meeting. Sikes seconded the motion. All voted yes. Meeting adjourned at 8:59 p.m. The next regular meeting is scheduled for 6:30 p.m. Oct. 21.

Sept. 23

Mayor O'Neal called the meeting to order at 6 p.m.

* Council members present by roll call: Tim Fodge, Doug Sikes, Calvin Brown and Andy Childers

* Mayor O'Neal opened the meeting with the Pledge of Allegiance.

* Rich Cochran from Waters and Associates was in attendance to discuss with the board the options for upgrades to meet the requirements for the sewer permit. The board will discuss and research the options and make a decision and let Cochran know at a later date.

* A motion was made by Childers and seconded by Brown to advertise that the city is taking applications for a city marshal. Will advertise in Standard Democrat, Southeast Missourian, Craigslist, Facebook page and send information to the police academy. The motion passed with all voting yes.

* A motion was made by Fodge and seconded by Sikes to adjourn. Motion passed with all voting yes. The meeting adjourned at 7:45 p.m.
