Floyd Penny, a 1958 gradute of Cape Girardeau Central High School, said he will be giving free buggy rides today for classmates at the high school's class reunion at Arena Park.

Penny said he, his wife and two friends will leave Penny's house off County Road 640 this afternoon in a horse-drawn parade buggy and arrive at 3 p.m. in Arena Park. Penny said he planned to travel down Highway 177 and then along Broadway to reach the reunion.

At the reunion, Penny said he would have two buggies available for rides: one Amish buggy drawn by an antique tractor and a parade buggy drawn by a horse. Buggy rides will be available between 3 and 5 p.m.

Penny said he did not believe he needed a special permit to operate his buggy.

"The Amish, they do it all the time," he said.

Cpl. Jason Selzer of the Cape Girardeau Police Department said Penny did not need a permit to give buggy rides as long as they were free. He said he recommended the driver place reflective devices on the buggy to make it visible to motorists. Penny said his buggies will have turn signals and brake lights to alert motorists.
