The "bare bones" budget will be submitted by Yvonne Ketcham and Nelda Steffen.

In selecting the proposed local program items for 1992-1993, League officials explained that any issue chosen must be one in which governmental action (at the local level) is needed, and the issue must fall within the non-partisan principles of the league.

Proposed items include support of a h ome rule charter for the city of Cape Girardeau and amendments to those portions of the City Charter pertaining to the composition of the City Council; support of continuation and expansion of the work of the County Health Department; support of a comprehensive plan and established set of procedures to handle disaster situations, including warning systems for Cape Girardeau, Jackson, and Cape Girardeau County; support of primary reliance on property taxes for the adequate maintenance of services provided by the local libraries in the county; and ongoing action to encourage proper disposal of solid and hazardous wastes.

Position papers on most of these issues have previously been developed after detailed study by LWV committees and the League as a whole; these position papers are available to the public.

In addition to the business of the meeting, Shannon Anders will conduct a "White Elephant" auction of items donated by members.

The League of Women Voters is a non-partisan political organization whose purpose is to promote direct study and action on issues of public concern at local, state, and national levels of government.
