The closest low at city hall this winter was 1 below zero Dec. 22. That temperature may have been the lowest of 2008 at city hall, though measurements couldn't be taken several days last February due to the ice storm.

In northern Missouri, lows reached 13 below zero Thursday morning, according to the Associated Press.

A low around 1 degree with wind chill values as low as minus 6 was expected Thursday night.
